Summary of Proposed Development for the corner of Cary Parkway and Evans Road Across from Winfair Drive/Cary Parkway Entrance

Approximately 15-17 homeowners attended the meeting hosted by Jerry Turner of Jerry Turner and Associates and Richard Kirk principal of Edwards Communities.  Edwards Communities (the developer) builds apartment communities in the Columbus Ohio region.  Their website is www.edwardscommunities.com.  The type of apartments being proposed would be similar to what is on their website.  The property called “the Farms” was used several times as an example.

The developer has not filed an application for this property with the Town of Cary.  The parcel is currently zoned for Office and Institutional uses.  Because the developer is proposing a different zoning for this parcel, there is an opportunity for public input.  Should this project move forward to the Town, there would be a public hearing at which anyone can speak in favor of or against this proposal.  The developer has stated a willingness to work with the community to mitigate concerns and the purpose of the meeting was for the developer to get homeowner’s feedback.

The developer would like the Silverton HOA to collect feedback from the residents and to provide it to him within the next two weeks, so they can make a determination of whether they would like to proceed with the project.

The developer is proposing to build a 328 unit apartment complex on this parcel.  The proposal would include a 30,000 sq ft retail or office component to be located near the corner of Cary parkway and Evans.   The entire property stretches from Evans road down to Brier Creek which runs between this property and the Weston Place townhomes development.  A 100’ stream buffer must be preserved along Brier Creek.  Other items noted at the meeting:

• The parcel is 22.1 acres.  18.7 acres devoted to residential = 17.4 units per acre.  Commercial/Office portion would be 3.4 acres.

• Apartment units would be 3 story buildings, Commercial/Office units would be 2 story.  Façades consists of brick and siding, colonial in style.

• The developer stated that 60% of the units would be 1 bedroom units. Sq. Footage of 1 bedroom units would be approx. 850 sq. ft.

• The developer stated target market for this community was 28 to 58 year olds.

• The primary entrance to this community would be directly across from Winfair (there is currently a left turn lane already built on Cary Parkway to access this parcel).  That would be the only full access point (left turn in and out) for the parcel.

• There would be a right-turn in/right-turn out access from Evans Road (350 ft from the Cary Parkway/Evans intersection).  And a second right-turn in/right-turn out access on Cary Parkway (approx. 350-400 ft from Cary Parkway/Evans intersection).

• The development would have a leasing office/club house building (fitness center, pool, etc.) near the main entrance (across from Winfair Dr.)  Will be a 6,000 - 7,000sq ft community facility. The developer typically spends $200 sq ft on this area, versus $100 per square ft for the residential units.

• The developer does not plan to flat grade the property and plans to work with the varied terrain.  The land slopes considerably below Cary Parkway level from about Winfair down to the creek.

• With the exception of buffer areas, most of the property would have to be clear-cut for development with landscaping restored/enhanced after building.

• Parking for vehicles is surface/outdoor street parking.

• A traffic study will be performed per Town requirements. Traffic improvements would only be made based on the traffic study recommendations.

The Silverton HOA has no formal meetings planned for homeowners to discuss this proposal.  However, the HOA will continue to provide information about the proposal via our website and this email list as we receive it.  If anyone has any comments, concerns, questions, please email them to the HOA via as soon possible.  As mentioned, the developer is looking for feedback right away.  The Silverton HOA would like to compile this feedback and submit it to the developer.
